Angela Tolosa, Esq. is currently an adjunct lecturer in the Sociology Department at John Jay College of Criminal Justice with teaching and experience in Criminal Justice, Juvenile Delinquency, Corrections, and general Sociology. She also consults with Evidence-Based Associates, providing project management and technical assistance to child welfare systems in implementing change management and evidence-based programs to improve outcomes for children and families. Prior to, she served as NYC Criminal Justice Agency's Director of Operations since 2017. In this role Angela oversaw CJA's pretrial services work throughout the city's criminal courts. Prior to CJA she served at the New York City Department of Correction (DOC) as the Assistant Commissioner for Program Operations at the Division of Youthful Offender Programming, responsible for the operations of current and new initiatives designed to support the reentry and rehabilitative efforts of adolescents and young adults held in DOC custody. As part of her work at the DOC, he oversaw the operations of the City's first social impact bond-funded initiative, which sought to reduce recidivism among adolescents.
In the field of reentry, Angela ran the National Reentry Resource Center, a project of the Council of State Governments Justice Center which provided technical assistance and training nationally for over 500 organizations working in reentry and applying evidence-based practices to reduce recidivism.
Angela also served in several positions at the Center for Court Innovation, including Project Director of the Midtown Community Court, an innovative and specialized court that focuses on community restitution instead of punishment. She has also worked as an Executive Director of the City's Department of Small Business Services, managing operations of the Workforce1 Career Centers.
Angela serves on the board of Coalition for Asian American Children and Families. Born and bred in NYC, Angela earned her B.A. in Sociology with Honors from Brown University and her J.D. from Brooklyn Law School.
